I've had an update for this through Windows Update for over a month and it always fails to install. I've updated all my HP things and it still won't install the update. Do I really need it?

This driver allows you to use the physical button's functionality to turn on or off the radio services like WiFi or Bluetooth. If you have another way of doing this, then you can ignore the installation. However, Windows Update is known to provide driver updates for things that work. I wouldn't recommend installing it. Instead use the CD or the downloads from the manufacturer's page to download the correct driver.
This utility enables or disables the wireless capability in your laptop. You will need to look at the back of your laptop and search for the correct model of your laptop, because what you've typed is somewhat incorrect. Then browse the list of devices and download the right drivers.
It says its for Windows 7 & 8 while I'm using Windows 10. It also says it's for a 32 bit OS while I'm using a 64 bit. Does it make me any good?

Yes, the driver is used in case you can’t activate WiFi through the physical button. However, this provides functionality for both ways (physical and digital). For drivers, it’s indicated to download the driver for your architecture only (eg. 64bit). However, this doesn’t appear to be compatible with Windows 10. You’ll have to wait a little longer for HP to release the correct driver.
Always check HP Support for your product to see when the driver is released.
It seems that there might be an issue with the wireless button driver on your HP250 laptop running Windows 10 Home.
